In 1989, a special silver dollar was minted to mark two centuries since the United States Congress first gathered in Philadelphia in 1789. This proof coin, containing 0.7734 troy ounces of silver, serves as a detailed tribute to the legislative branch of the American government and its enduring history. The front of the coin displays the Statue of Freedom, a monumental sculpture that has stood at the highest point of the Capitol dome since 1863. On the coin, she is framed by stylized clouds and beams of sunlight. The inscriptions include the double dates of 1789 and 1989, the phrase IN GOD WE TRUST, and the word LIBERTY, alongside the S mint mark indicating its production at the San Francisco mint. On the reverse side, the design features the mace of the House of Representatives, a historic symbol of legislative authority, topped by an eagle resting on a globe.
